Depends on the setting—casual hangout at my apartment, shoes off. Formal dinner I'm hosting, guests choose.

Forcing guests to remove shoes feels controlling. If you don't want dirt, get a door mat or hardwood.

Hard floors are easier to clean if everyone just leaves their shoes on, but then again, carpets get destroyed. House rule wins every time.
