Keep it open but enforce entry standards fairly. Closing everything just creates chaos and humanitarian issues.

Lol everyone acting like there's a magic button. Reality: we need funding, personnel, and actual policy coordination across agencies.

Close it temporarily, get organized, then reopen with better processes.

This is way more complicated than a simple yes/no. Both approaches have failed in the past because we never commit to the hard work.
